Born in Tokyo's Azabu Ward, Katô Haruya began his acting career early, joining the Tsukiji Little Theater at age eight and later the Gekidan Todo troupe in 1939. After graduating from Kamakura Junior High School, he made his screen debut in the 1950 film Portrait of Madame Yuki.

He joined Toho as a contract player in 1956, where he became a prolific presence, appearing in over 250 films before leaving the studio in 1970. Known for his perpetually youthful, "baby-faced" appearance, Katô often played timid characters or provided comic relief as a nimaime-han—a handsome but comical role.

After the studio system declined, he transitioned to television, remaining active until the mid-1990s. In 2009, he made a rare public appearance at a screening of Godzilla and The Mysterians, where he was interviewed alongside suit actor Nakajima Haruo.

According to a volume from Yosensha's Special Effects series, Katô passed away in either 2015 or 2016.
