Oka was a prolific character actor at Toho, often cast in intellectual roles such as scientists, doctors, and reporters. While many of his roles were uncredited background parts, he was a constant presence in the studio's sci-fi output.

He is recognizable as the dam worker guiding the scientist hikers in Ghidorah, the Three-Headed Monster (1964) and as a reporter in Invasion of Astro-Monster (1965). He also had a memorable small role as the pilot attacked by Rodan in the monster's debut film (1956).
